PROJECT BACKGROUND
The CoMo Cooks Shared Kitchen is a not-for-profit licensed commercial space that provides a pathway for food entrepreneurs—ranging from chefs, caterers, food truck operators, and bakers, to value-added producers and packaged food and beverage makers—to launch and grow their businesses.
Unlike a traditional restaurant kitchen, this kitchen is designed to accommodate multiple clients at once with a range of different functions. It is a not a customer-facing space and is focused on utility and function. We are currently operating out of another location and have the majority of the kitchen equipment needed.
PROJECT DESCRIPTION
The Business Loop CID is seeking a general contractor to manage the construction of a shared commercial kitchen, including securing of required sub-contractors. Architectural and MEP drawings have been completed.
Minor demolition will be required. Adjoining office will be in operation during the construction process. The bulk of the kitchen equipment is currently being used at a temporary location so the transition of this equipment to the new space with minimal interruption to kitchen clients will be required.
All work completed by or on behalf of the CID shall conform to the Missouri Prevailing Wages on Public Works Act, Sections 290.210 through 290.340, RSMo., as amended. Local vendors and Business Loop vendors preferred, if possible
SUBMISSION CONTENTS
Sealed submissions should contain the following items:
- Company information
- Description of experience constructing commercial kitchens
- References from clients involved in similar projects
- Capacity to meet project deadline and project timeline
- Ability to work within a limited budget
- Anticipated resources you will assign to this project (all team members, role, title, experience)
- Description of subcontractor selection process and markup percentage
- Overview of change order policy and associated fees
- Estimated bid
SELECTION CRITERIA
Firms will be selected based on the following criteria:
- Qualifications of the firm and team members
- Experience with commercial kitchen projects
- Ability to meet a Dec. 1, 2022 project deadline
- Understanding of a non-profit’s limited budget and ability to work within those budget constraints
- References from clients involved in similar projects
- Subcontractor markup percentage
- Change order policy and associated fees
- Estimated bid

SUBMISSION GUIDELINES
Sealed bids are due Friday, May 20, 2022 no later than 4:00 PM, and should be mailed or delivered to: Business Loop CID, 14 Business Loop 70 E, Columbia, MO 65203.

ADDITIONAL INFORMATION
The Business Loop CID reserves the right to waive informalities in submitted qualifications and to reject any and all submissions. Submission is not a contract and responding does not guarantee selection.
SELECTED FIRM TO SUPPLY PRIOR TO FINAL APPROVAL
- The bidder's federal employer identification number;
- Bonds and insurance certificates as required in the bid documents;
- Copies of all licenses required by the City of Columbia to do the work;
- A copy of its certificate of corporate good standing or fictitious name registration from the Missouri Secretary of State of other evidence acceptable to the CID;
- A statement regarding all work performed two years immediately preceding the date of the bid that contains either:
- A contract by contract listing of any written notices of violations of any federal or state prevailing wage statute in which prevailing wage penalties were assessed against the bidder or paid by the bidder; or
- A statement that there have been no such written notices of violations or such penalties.
- A statement that the bidder is current on payment of its:
- Federal income tax withholding; and
- State income tax withholding and unemployment insurance payments, either in Missouri for companies doing business in Missouri, or in the state in which bidder has its principal office; and
- Bid security in the amount of at least five percent (5%) of the bidder's price on the base bid. The security shall be in one of the following forms as determined by the Board: surety bond; letter of credit; cashier's check; certificate of deposit; or other form approved by the Board; and
- The following documents from all subcontractors:
- A copy of its certificate of corporate good standing or a copy of its fictitious name registration from the Missouri Secretary of State or evidence acceptable to the City of Columbia;
- Copies of all licenses required by the contract documents;
- Evidence that it has in force general, automobile, and employer's and worker's compensation liability insurance in the amounts required by the contract documents;
- Evidence, which may be a copy of its most recent quarterly contribution and wage report, that is a participant in the state unemployment compensation fund; and
- A statement regarding all work performed two years immediately preceding the date of the bid that contains either:
- A contract by contract listing of any written notices of violations of any federal or state prevailing wage statute in which prevailing wage penalties were assessed against the bidder or paid by the bidder; or
- A statement that there have been no such written notices of violations or such penalties.
