Pop-Up Park

The Community Pop Up Park is open for informal gatherings during the week and no application is required–just come by with a sack lunch and some friends! We do ask users to remove their own trash and we want to remind everyone that pets are not allowed so that we can have clean AstroTurf for children to play on.

We encourage groups to host events at the park and have amenities specifically for these events including movable tables and chairs, portable restrooms, a hand washing station, trash cans, and various lawn games.

Host An Event At The Pop Up Park

If you would like to use the park for a more formal event, please review the guidelines below and submit an application to the Loop Community Improvement District Board. Any questions can be sent to Rae Adams at [email protected].
Submit an Application

Applications

All groups wishing to use the Community Pop Up Lot for an event must submit a completed application. Applications will be processed in the order they are received. Larger or more complex events may require more time for processing and approval so we recommend submitting the application well in advance. In completing and submitting this form, applicants agree to abide by these guidelines.

Capacity

Maximum occupancy of the Community Pop Up Lot determined by the Columbia Fire Department is not to be exceeded. The capacity of the fenced area is 190 people.

Parking and Access

The park is located at 807 Business Loop 70 East, just next door to Grigg’s Flooring America. Boone Electric Cooperative uses this lot as an exit for their heavy machinery so please leave a driving lane that will allow them to enter and exit the driveway. Please do not park in the Flooring America lot to the west. Ample parking is available on the lot directly behind the Pop Up Park. Food trucks may also set up at the back of the lot or nearer the street, provided they preserve the driving lane.

Sound Levels

We want to be good neighbors so sound levels may not exceed levels established by the City of Columbia. Music and other noise should be limited to the hours between 7:00 am and 11:00 pm and should not be audible more than 100 feet from the park.

Admission Costs

Our goal is to provide a much-needed park on the Business Loop for the community to use. However, if you have a ticketed event planned, please contact us.

Alcohol

Alcoholic beverages will be permitted with advance approval by The Loop CID. If you are selling alcohol, the City of Columbia requires a Picnic License for non-profits interested in selling alcohol or a Caterer’s Permit for existing license holders to sell off-site. No license is required to serve alcohol at an event.

Food/​Non-Food Sales

Food may be served at events. However, sales of food and non-food items is regulated by the city. The sale of non-food and food items during events is permissible under certain circumstances, with approval of the Loop Community Improvement District Board.

Users selling non-food items must obtain a Temporary Business License from the City of Columbia Business License Office unless specific conditions are met per Chapter 13, 13-411 of the City of Columbia Ordinances. Users selling food items must obtain both a Temporary Business License as stated above and a Temporary Food Permit unless specific conditions are met per Section 8-104.1 of the City of Columbia Food Code. It is the responsibility of the user to contact the Columbia/Boone County Public Health and Human Services to ensure all requirements are met for any food sales or distribution during user’s event. Please, no open fires or grills.

Insurance Requirements

Activities that normally require insurance should name The Business Loop Community Improvement District and Boone Electric Cooperative as additional insured. Food trucks, bouncy houses, and other “traveling” activities have standard insurance forms for this purpose.

Cleanup Requirements

Users shall thoroughly clean the park and the surrounding area such that it is returned to its original state. One trash can and one recycling can are available onsite. All trash must be carried out from the park. Please do not use the dumpsters of adjacent businesses.

Pets

We love dogs but we also understand dogs. If dogs start marking the astroturf, we won’t have a clean space for kids to play games. So please, no pets.
